Responsibilities

Participates in systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.

Modify existing financial management system computer programs and write new computer programs that implement required changes. Create and modify JCL procedures as needed to execute the programs.

Identifies how system modifications or new systems or subsystems affect current systems; prepares cost analysis; establishes target completion dates; and prioritizes proposed system changes or developments.

Prepare system documentation for purposes of improving software development processes in accordance with acceptable industry standards.

Performs staff assignments related to program design and development.

Maintain and develop computer programs using an extensive knowledge of z/OS COBOL and CICS, knowledge of ROSCOE, TSO/ISPF, JCL, VSAM and Utilities such as Sync Sort.

Analyze functional and technical requirements of proposed or existing financial management systems to determine avenues of development or modification necessary to meet mission objectives.

Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade 11 in the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing development, implementation, operation, and system modification expertise of an organization's major automation information systems and software; uses knowledge of z/OS COBOL, CICS and JCL to analyze causes of failure and to identify and implement appropriate changes; participating in system requirement reviews and testing; and providing advice and counsel to functional analysts on the capabilities of a specific system and/or application. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Information

Moving expenses will be paid. Telework availability will be based upon the mission requirements and supervisory determination. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.
